Capital cost estimation for advanced nuclear power plants

The first-of-a-kind (FOAK) nuclear plants built in the last 20 years are 2X over budget and schedule US some European countries. One of industry's proposed remedies is small modular reactor (SMR). SMR designs leverage five factors to be more economically competitive than large reactors: 1) multiple units; 2) increased factory production learning; 3) reduced construction schedules; 4) plant design simplification 5) unit timing. There currently no bottom-up studies that quantitatively account for these compare different near-term light water SMRs with Gen III + plants. This work presents a cost estimating methodology using detailed approach 200 structures, systems, components. results relative costs two pressurized reactors, one active safety passive safety, designs, power modules single module. Passive systems showed noticeable savings at both small-scale reactors. uprating an by 20% resulted ?15% overnight capital cost. Overall, if inexperienced vendor force, SMRs' were higher since significant on-site labor still remains while losing economy scale. However, single-unit had significantly less total person-hours onsite labor, experienced workforce, it could avoid cost-overrun risks associated megaprojects.
